Department of Defense Instruction 1322.26 was signed in June of 2006. This instruction, entitled Development, Management, and Delivery of Distributed Learning, implements DoD policies, assigns responsibilities, prescribes procedures, and establishes information requirements to develop, manage, and deliver distributed learning for DoD personnel pursuant to DoD Directive 1322.18.

New requirements for Distributed Learning include:

• SCORM Conformant Courseware
• Content maintained in repositories
• Content registered and searched for in the ADL Registry

In addition, distributed learning acquisitions must be based on a front-end analysis, paid for in full upfront, and described with respect to intellectual property rights.
