Q: How does this Instruction affect DoD professionals?

A: OSD signed DoD Instruction 1322.26, in June 2006, which requires all DoD DL training materials be SCORM conformant and that they be registered in the ADL Registry. Furthermore, new procurements must first check the ADL-Registry to see if existing training can be reused or repurposed to save time and money.

Q: I'm working on the procurement of certain Air Force equipment, and part of the contract will be to provide training to the maintenance technicians.  Is this DOD instruction related only to WEB-Based training?  Will stand alone Computer Base Training (CBT) also be required to be SCORM conformant?  What about Power Point Training Presentations?

A: The Instruction does not address Computer Based Training nor that of power point training slides. But our office is dedicated to supporting your efforts towards a web-based environment to take advantage of SCORM capabilities.

Q: What types of things are required to be registered in the ADL-Registry?

A: The Instruction states:

6.3. All acquired or developed SCORM-conformant content packages (CPs) shall:
     6.3.1. Include metadata.
     6.3.2. Be registered in the ADL-Registry according to Enclosure 3.
     6.3.3. Be maintained in DoD Components' repositories
     6.3.3.1. These repositories shall be registered in the ADL-Registry... Content with classified metadata is exempted...

So things required to be registered in the ADL-Registry include SCORM conformant content packages, and repositories.

Q: What metadata needs to be included in SCORM conformant content packages?

A: The Instruction states:

6.3. All acquired or developed SCORM-conformant content packages (CPs) shall:
     6.3.1. Include metadata.
     6.3.2. Be registered in the ADL-Registry according to Enclosure 3.
     6.3.3. Be maintained in DoD Components' repositories

So the metadata required to be included in SCORM CPs include the ADL-Registry Application Profile for LOM metadata used in the registration submission.
